The Italian is not part of Jurgen Klopp's first-team plans and was pictured training alone on Wednesday with both Liverpool and the player working towards a summer exit.
Balotelli has been linked with a return to Italy throughout the summer, namely Chievo and Sassulo, but now a move to Switzerland could be in the offing.
"I can confirm we're discussing about a possible loan of Balotelli," Christian Constantin told Ticinonews.ch. "We're progressing but I can't say yet if the transfer will be successful or not."
The former Manchester City, Inter and AC Milan man recently met up with Manchester United manager Jose Mourinho to seek advice, prompting talk of a move to a league-league English outfit.
